Interstellar enterprises Ltd was formed in 2012 by Richard McDonald. Richard has extensive previous experience and held pivotal roles and senior appointments in a wide number of organisations including the public sector, the United Nations, the British Army, and the New Zealand Defence Force. Richard has also been accredited to a number of New Zealand High Commissions and represented New Zealand at significant multilateral negotiations and other international working groups. Amongst his many business attributes and in his experience toolkit, Richard has provided direct advice to current and previous prime ministers; other government ministers; and, overseas premiers and senior officials. He has held senior official roles on cross agency governance boards and steering committees; interagency and international watch groups; been a member of a senior officials reference group for a Government inquiry; led politically sensitive security and Ministerial housing reviews; and, has had a lead role in multi-agency business continuity planning at the heart of Government. Richard brings considerable capability in high order analysis; scoping and managing complex organisational change; problem solving at both the strategic and operational level; and, has a proven history of success in managing ‘wicked problems’ in difficult and ambiguous circumstances. Interstellar is a bespoke company which operates on an associate model. Interstellar is not a ‘body shop’ designed to place individuals. Rather, it operates as a collective. All associates are contracted to Interstellar and all product is peer reviewed within the Company. In this way we believe that quality can best be assured and that trust relationships between Interstellar and clients can be developed and fostered. Interstellar is well net-worked and brings expertise to match a client’s needs and expectation. Interstellar associates provide capabilities that enable the company to deliver a broad product range, generally within the government sector. Interstellar’s advice and expertise is also available for non-government assignments; to provide advice and expertise to assist other organisations and commercial entities to work with New Zealand government agencies. Interstellar also understands the constrained fiscal climate, within which government agencies are operating. Accordingly, we don’t operate a fixed tariff and consider ourselves very competitive in the current market conditions. In our model, at the scoping stage we discuss with the client the complexity and expectations of respective assignments; including the skill-sets of personnel and then work hard to reach a mutually satisfactory pricing arrangement.

Recent Assignments

  • Conducted a review of Department of Conservation’s de-centralised management approach to Property & Fleet Services and provided recommendations for change with supporting business case.

  • Conducted an organisational review of Department of Conservation’s National Property & Fleet Services structure.

  • Developed and conducted a nation-wide assessment of the Department of Conservation’s non-visitor property assets.

  • Facilitated/ chaired the Ministry of Culture & Heritage inaugural Watts Peninsula Planning Advisory Group workshop, for key external stakeholders (which included inter al representatives from: Port Nicholson Block Settlement Trust, Heritage New Zealand, Department of Conservation, New Zealand Defence Force. Wellington City Council, Greater Wellington Regional Council, Ministry of Culture & Heritage).

  • Developed the Department of Conservation’s national Property strategy and operational plan.

  • Developed the Asset Management Plan for the Department of Conservation’s Property assets.

  • Developed the strategic alignment for South Taranaki District Council’s Roading Asset Management Plan (including transition plan to the new National Road Classification system and alignment with the government priority statement).

  • Developed the Department of Conservation’s business cases for Fleet capital project expenditure,

  • Conducted a ‘current state’ property- facilities management assessment for Wellington Free Ambulance and generated guidelines for future management including guidance for development of the property portfolio strategic plan.

  • Developed the Asset Management Plan for the Department of Conservation’s Fleet assets,

  • Developed the Department of Conservation’s Fleet management strategic plan.

  • Conducted property/ land damage assessments for the Earthquake Commission.
